Terner Labs and Morrison Institute for Public Policy partner to address Arizona’s housing shortage

Terner Labs and Arizona State University’s Morrison Institute for Public Policy have formed a new partnership to support researchers and policymakers in modeling land use, zoning and other housing policies to help address the housing shortage in Arizona.

Arizona was once known for its relative housing affordability, but research from Morrison Institute has identified a shift in recent decades, exacerbated by the 2008 recession and the COVID-19 pandemic. Now, state and local lawmakers are implementing new policies intended to address growing supply and affordability challenges.

As part of this partnership, Terner Labs is building several instances of its Housing Policy Simulator tool for Arizona communities. The Housing Policy Simulator is intended to improve the efficacy of housing-related policy by allowing users to model future new housing supply under a variety of economic and policy scenarios. Users can model the impact of changing height limits, parking requirements and other policies on development probability in a given community.

Morrison Institute will use these simulators to conduct research examining pressing housing policy questions, providing policymakers with valuable insights as they work to increase affordability and access across the state. Terner Labs will work with Morrison Institute to identify local jurisdictions for modeling and build relationships with local leaders, planners and experts.

The Terner Housing Policy Simulator is now in development or use in 37 cities around the country. The tool has informed research conducted by the Terner Center for Housing Innovation at UC Berkeley and partner institutions, including an April 2024 report on inclusionary zoning and density bonuses published with the UCLA Lewis Center for Regional Policy Studies. The expansion to Arizona is possible by generous support from Arnold Ventures.
